Disclosure review is a continuity question: can a reviewer trace the property, disclosure version, response, and signed agreement without relying on an unsigned summary? A disclosure form is not interchangeable with a warranty or an inspection report.
A measurable file result
Use a document-continuity rate: linked disclosure packets divided by sampled purchase files, reported with the sample size, state, transaction period, and inclusion rule. Do not call that a national compliance rate. State disclosure law differs, and the federal lead rule is only one defined disclosure regime.
Federal comparison point
For most target housing built before 1978, HUD's regulation requires known lead information, available records and reports, the pamphlet, and prescribed contract language before the purchaser is obligated. It also provides a 10-day opportunity for a risk assessment or inspection unless the parties agree otherwise in writing.
| Check | Evidence |
|---|---|
| Scope | Construction year and exclusion, if any |
| Disclosure | Signed form, pamphlet, records, and reports |
| Contract | Attachment and warning language |
| Change history | Amendment linking new facts to the agreement |
